What are PASA services?

PASA is an agency that has been approved to provide direct home and community-based services to individuals with intellectual and development disabilities (IDD) that are approved for Medicaid services. Developmental Disability means a disability that is manifested before the person reaches 22 years of age, often attributed to neurological conditions when such conditions result in significantly impaired intellectual functioning and/or adaptive functioning.

How do I qualify for PASA services?

Unlike the parent CNA program, you do not need to become a CNA to provide care under this model. PASAs may provide approved services through several different waivers: the Home and Community-Based Services for people with intellectual and developmental disabilities (HCBS-DD) waiver, Home and Community Based Services Supported Living Services (HCBS-SLS) waiver, and Home and Community Based Services, Children’s Extensive Services (HCBS-CES) waiver.

PASA helps its members maintain their independence and dignity by delivering care that is truly individualized—tailored to each person’s unique needs, preferences, goals, and circumstances.

Types of PASA Care

  • Community Connector (HCBS-CES Waiver Services): Community Connector services help CES waiver participants build relationships and develop natural supports within their communities. By using the community as a learning environment, these services support goals outlines in each participant’s service plan. Offered in various community settings, they allow participants to interact with non-disabled individual and engage in typical activities like visiting museums, libraries, recreational centers, and other local attractions. Family members may be paid caregivers for these services.
  • Homemaker (Community First Choice): Homemaker services assist members with daily household tasks they cannot perform due to their disability. Family members can also be paid caregivers to provide these services.
  • Respite (HCBS-CwCHN & HCBS-CES, SLS Waiver Services): Respite services are provided to the member on a short-term basis. These services may be needed because the person(s) who normally provide care are either unavailable or because they need relief from providing care. Parents may not be paid to provide these services.
